It's in the Temple of The Grail stage. You need a rocket launcher and a shovel. Use the rockets to completly blow up the truck on the right. The Mailbox will appear. Go back towards the camera and dig up the thing in the ground. You will find the Red Package.
It's the only Lego game I didnt 100% because I thought this was tedious and foolish. That said, I believe the PSP version was a slightly different game, so I dont know if the PSP version had the level builder or not.
